Richard F. Flickinger

Mr. Flickinger was born in Ligonier, and received his education in the Ligonier public school system. He graduated from Lafayette College, where he received the degree of Bachelor of Science in Mechanical Engineering, and from the University of Pittsburgh School of Law, where he received his Juris Doctor.

After being admitted to practice before the Supreme Court of Pennsylvania, he entered military service, serving with the 199th Infantry Brigade of the United States Army in Vietnam, where his duties included that of brigade legal officer. After being promoted to captain, he served with the First Logistical Command.

Upon completion of his two year military tour, he associated with his father, Richard J. Flickinger, in the practice of law in Ligonier. He has been active in the Westmoreland Bar Association, serving on numerous committees, including co-chair of the Orphans' Court committee. In 1999-2000 he served as President of the nearly 500 member organization.

In addition to being licensed to practice before all Pennsylvania courts, Mr. Flickinger is admitted to practice before the United States Supreme Court and other lower federal courts. He served for 22 years as solicitor for the Township of Ligonier. He continues to be active in the Westmoreland Bar Association and is a member of the Pennsylvania Bar Association.

Active in many civic organizations, he has volunteered his time on numerous boards, including the Ligonier Valley School board, the Loyalhanna Watershed Association, and former president and trustee of Fort Ligonier Association.  A practicing member of the Lutheran Church for most of his life, he currently serves on the vestry of Epiphany Anglican Fellowship of Ligonier.  He also continues to volunteer his legal services for numerous local charitable organizations.

Mr. Flickinger and his wife, Roxana, reside in Ligonier. They have two sons: Allen, deputy comptroller of Chevron, Inc. in San Ramon, California, and Philip, who resides in San Francisco. They also have three granddaughters.
